The Burlington Housing Authority serving as Management Agent for BDC Investment Communities, LLC (formerly Burlington Housing Authority public housing units) hereby requests proposals from qualified firms to provide services to conduct a Utility Allowance Study and update Utility Allowances in accordance with most current HUD regulations requirements.  The Authority is comprised of 6 scattered sites: Earl Gerow, Pate Homes, Woodrail Acres, Maplebrook, Willow Creek, 297 PBRA units located in 5 scattered sites and one site, Crump Village 71 PBV units. 

Note:  The Burlington Housing Authority completed a RAD/Section 18 Blend conversion on 9/25/2023 where the properties ownership transferred to BDC Investment Communities, LLC and is currently undergoing substantial renovations that will be completed in 2025. The following upgrades may not be in place at the time the successful respondent is awarded and conducts the study but must take into consideration the planned energy saving activities to include:

  • New Entry Doors: all at Pate and Earl Gerow, 25% at other sites
  • Energy Star Refrigerators
  • Water Heaters, Energy Factor 0.60
  • New Dryer Hook ups:  all sites except Earl Gerow
  • Shower valves:  all sites except Earl Gerow,  1.5 GPM
  • Lav valves:  all sites except Earl Gerow, 1.2 GPM
  • Water closets:  all sites except Earl Gerow, 1.28 GPF
  • Kitchen faucets: all sites, 1.8 GPM
  • All LED lighting: Replace lighting at all sites
  • Some HVAC Upgrades:  Willow Creek, Building C, D & E - add air conditioning - SEER2 14.3.  At 0 BR units provide hydro heat  mini-split and remove window air conditioning - 18.5 SEER2.

*At Wood Rail, Maple and Crump at Bldg. Type F, provide mini-split system to replace gas wall furnace and window air conditioning.

DETAILED PROPOSAL

Interested firms must submit a detailed proposal which includes a minimum:

   1. Description of services to be provided and method of providing

   2. Proposed time frames for start and completion.

   3. Fee schedule for proposed service.

        - Flat fee price must be included
        - Per Diem rate for all identified personnel for provision of
          additional services

   4. Fee schedule for the proposed service

   5. Per Diem rate for all identified personnel for provision of         
       additional services.

   6. Proof of insurance including a minimum of $1,000,000
       professional liability (including errors and omissions) Workman's
       compensation, and $1,000,000 Bodily Injury and property
       Liability coverage.

   7. Evidence of professional engineering registration by a
       principal(s) of the firm.

   8. Identify each person who will be assigned to the project, their
       role in the assignment and include a resume of their experience
       and qualifications.

   9. Any additional information that will assist the Authority in
       evaluating the firm's capability to perform the proposed services.

   10. Certified statement that the firm or any of its consultants are
         not debarred suspended or otherwise prohibited from doing
         business by any federal, state, or local agency.

SCOPE OF SERVICES TO PREPARE UTILTIY ALLOWANCE STUDY

Determine Utility Allowance estimates in accordance with 24 CFR Part 965, Subpart C and Subpart E, using heat loss/gain engineering calculations based upon the thermal characteristics of each type of building and considering the standard within the community.  Consider all HUD allowed utilities such as space heating, domestic hot water, cooking, lighting, air conditioning, small appliances, etc. Present rates as currently stand AND as renovated.

Provide and include all services required to develop the final Utility Allowances in the price.  All work must be performed or directly supervised by a registered Professional Engineer.

Provide price quote to update the utility study by same May 20xx deadline annually for four (4) subsequent years 2025-2029.

BHA desires that the final report be completed no later than 45 days from date of contract award.

FEE SCHEDULE

Firm must submit a fee schedule that includes the following:

   1. Fixed lump sum fee and proposed payment schedule.

   2. Separate fee schedule for four (4) years utility allowance updates

PROPOSAL VALIDATION PERIOD

Proposals must be valid for a period of thirty (30) days from the date of submission.

One copy of the proposal must be submitted to the Authority at the following address by 5:00 p.m.  on April 15, 2024.  Email proposals will be accepted.  Proposals received after this time will not be accepted.
